Fingers crossed for congestion charge12.00.00am GMT Mon 17th Feb 2003 London Assembly Liberal Democrats have wished Mayor Ken Livingstone's congestion charging scheme well, ahead of its launch at 7 am. Lynne Featherstone, Lib Dem transport spokesperson, said: "Liberal Democrats have their fingers crossed this morning for the congestion charging scheme. If it does not succeed, all Londoners lose out. The Tories have no convincing alternative and the Labour Government has comprehensively failed to reduce traffic." However the Lib Dems are concerned about the call centres and the Tube: "We have serious questions for Ken Livingstone about allegations of poor performance at Capita's call centres. There's also a worry that the Mayor has wildly underestimated how many people will switch to the Tube instead of the buses. The NOP survey carried out for the London Assembly predicts a much bigger switch to the Tube than Transport for London calculated." "But we wish congestion charging well. It's in no-one's interest to have central London jammed with traffic crawling at an average of 9 mph."
