Liberal Democrat London Assembly Members under Ken Livingstone and Boris Johnson's have advocated the implementation of half price travel for unemployed Londoners on JSA. At the start of 2009 Boris Johnson eventually implemented the Liberal Democrat policy to assist unemployed Londoners.

Clean Air Zone

Air pollution in London is the worst in the UK for dangerous airborne particles (PM10) and has the highest annual nitrogen dioxide (NO2) levels of any city in Europe. This pollution has serious health impacts for Londoners: it causes thousands of premature deaths and makes respiratory conditions such as asthma worse. Action needs to be taken to prevent the oldest, most polluting, diesel vehicles from driving in the centre of London where air pollution is worst. This will improve air quality, and improve the health and quality of life of Londoners.
The enclosed briefing sets out the detailed proposals from the Liberal Democrat London Assembly Group.

Embassies that fail to pay the Congestion Charge - figures for 2009

In London over 70% of the embassies and diplomatic missions based in London pay the Congestion Charge but the US, Russia and some other embassies fail to pay, generating huge sums in unpaid Congestion Charge and Penalty Charge Notices.
Caroline Pidgeon has repeatedly asked questions to the Mayor on this issue. The enclosed answer from Boris Johnson shows the total amount of unpaid Congestion Charge and Penalty Charge Notices for just the first 11 months of 2009.

Overall the key points of this response are that the Mayor and TfL should:
• Target action to reduce particulate pollution (PM10) in central London where the problem is worst, and should implement the Liberal Democrat proposal for a Clean Air Zone in central London which would set a Euro IV limit on all diesel vehicles entering the congestion charge and western extension zones.
• Implement phase 3 of the Low Emission Zone in October 2010 as originally planned, if the Mayor decides not to introduce a central London Clean Air Zone (CAZ) or if technical analysis shows the impact of a CAZ would not be sufficient.
• Take urgent and bold measures to improve air quality, because the health impacts of dangerous airborne particles are much worse than previously realised. The Mayor's air quality strategy estimates that there are 4300 premature deaths in London each year due to long-term exposure to air pollution.

Liberal Democrat response to the latest consultation on extending Heathrow

We consider that the arguments set forth in the Department for Transport's (DfT) 2007 Consultation, Adding Capacity at Heathrow, fail to address the core concerns about the economic, environmental and social impacts of expansion.
The Liberal Democrats are not persuaded by the predominantly economic arguments used by the DfT to justify expansion as they pay too little regard to the full impact that expansion could have on climate change, (including economic impacts), noise levels and air quality. Moreover, we are concerned about the breadth and robustness of the government's consultation and note that the language used has been criticised as being impenetrable. We therefore continue to oppose any further expansion at Heathrow or the relaxation of the current operational restrictions.

Across London many pedestrian crossings at junctions fail to provide sufficient time for pedestrians to cross. Despite the national standards being set by the Department for Transport in 2005 the Mayor of London and Transport for London are only proposing to ensure all pedestrian crossings meet the national safety standards by 2012.

Sewage in the Thames

During November 2009 more sewage flowed into the Thames than for any month in the last five years - 12.75 million cubic metres.
During the whole of 2009 51,26 million cubic metres of untreated sewage flowed into the Thames - a level not exceeded since 2004.

Ticket Office reduced opening at London Underground stations

Traffic signals that Transport for London propose to remove

Transport for London claim that by removing "unnecessary" traffic signals it is possible to smooth the flow of traffic without impacting on pedestrians and already proposing to remove 145 set of traff lights, some of which also provide pedestrian crossings.
Transport for London are in the process of discussing these locations in greater detail with the relevant London boroughs.
Liberal Democrat London Assembly Members are keen that as many people know about these proposed reductions in traffic signals and the needs of everyone, including pedestrians, is properly heard.
